The Paris MoU is an organization of 27 participating coastal states in Europe aimed at eliminating sub-standard ships through a harmonized system of inspections: the Port State Control system.
The 17000 annual inspections are summarized into a White, a Grey and a Black List of ship's registers. The “White List” represents quality flags with a consistently low detention record - in 2020, only 39 flags made it to the White List. The Dutch flag ranks 5th overall, and 3rd within Europe.
